When doing a rebuild, or replacing the head, you should always replace the bolts holding the head to the block, as they have a tendency to stretch after they are torqued, which can cause numerous problems including blown head gaskets, loss of compression, and possible engine damage if a bolt head breaks off inside the valve train.
